Animal welfare activists strain Metropolis Council amid shelter disaster

Animal welfare activists on Friday pressed the Los Angeles Metropolis Council to make adjustments on the Division of Animal Providers, saying its community of shelters are going through “deplorable” situations and an overcrowding disaster.
